Can I check for burnt valves without removing the head?

Yes, with two tests. A compression test finds the low cylinder; a leak-down test then tells you where the leak goes — hissing at the exhaust means an exhaust valve, at the intake means an intake valve, bubbles in the coolant means the head gasket. Both need a warm engine to be worth anything.
