The ring gear is the toothed outer ring the starter pinion bites into to crank the engine. Before anything else, we need to know whether your Hyundai is a manual or an automatic — Hyundai offered both on nearly every model sold here, and on a manual the ring gear is part of the flywheel while on an automatic it sits on the flexplate behind the torque converter. Two different parts, two different prices, two different jobs. Chewed teeth are almost always a symptom rather than a cause: a starter whose Bendix has gone lazy slams into the ring gear instead of meshing with it, so replacing the ring gear without sorting the starter buys you the same failure twice.

Can the ring gear be replaced on its own, or does the flywheel go too?

On older Hyundais with a heat-shrunk ring, a competent machinist can press the old one off and fit a new one. Where a dual-mass flywheel is fitted, replacement generally means the whole flywheel.
